The scope includes detailed structural, geotechnical, and hydraulic condition assessment; identification of root causes; development of comprehensive rehabilitation or alternative design solutions; and design to extend service life for at least 40 years while ensuring compliance with DDOT and federal safety and environmental standards. Deliverables include inspection reports, survey documentation, NEPA compliance forms, utility mapping, structural and hydraulic analysis reports, geotechnical reports, a 3D BIM model, maintenance-of-traffic plans, and final Plans, Specifications, and Estimate (PS&E) packages.

The contract has a five-year base period divided into five consecutive twelve-month ordering periods, with a maximum not-to-exceed amount of $3.5 million and a guaranteed minimum order of $10,000 during the base period. The Contracting Officer is Carol Hessler at 250 M Street SE, Washington, DC 20003.

Opportunity text

The District Department of Transportation (DDOT) seeks to retain a qualified engineering consultant to perform rehabilitation design services for Bridge 0017, located on 27th Street NW over Broad Branch Stream in Washington, DC. The bridge, constructed in 2015 using a Geo-synthetic Reinforced Soil Integrated Bridge System (GRS-IBS), has experienced significant structural, geotechnical and hydraulic challenges. Notable issues include riprap washout, settlement, and cracking. Temporary maintenance was conducted by DDOTs Asset Management Team in 2024 to address erosion and settlement concerns. This scope of work outlines the responsibilities and deliverables for assessing the current condition of the structure and developing a comprehensive rehabilitation design or propose alternative design to ensure the bridges long-term functionality and safety. The objective of the project is to evaluate the current structural, geotechnical, and hydraulic condition of the bridge; identify the root causes of settlement, cracking, and riprap washout; develop a detailed design to address identified deficiencies and prevent future issues; extend the service life of the bridge for at least 40 years; ensure compliance with DDOT and federal standards for safety and environmental protection.
