About this opportunity

The City of Santa Cruz Water Department is seeking a Prime Contractor with a General-A license to execute the Regional Drought Resiliency Project - Intertie, a critical water infrastructure development initiative spanning Santa Cruz County and San Francisco City. The project involves installing approximately 8,000 linear feet of 12-inch diameter PVC pipeline and constructing a pump station to facilitate water supply transfers between the City of Santa Cruz and Scotts Valley Water District. The pipeline will run from the City's Pasatiempo tanks along Firehouse Lane to Sims Road and then along La Madrona Drive to the City of Scotts Valley. The procurement will follow a two-step process, with an initial Request for Qualifications (RFQ) to shortlist three to four Prime Contractors, followed by an Invitation for Bids. The Statement of Qualifications (SOQ) is due on November 10, 2023, at 2:00 PM, with construction expected to start in 2024 and have a duration of approximately 379 calendar days. Contractors must self-perform at least 50% of the work and will be evaluated based on their qualifications, expertise, and ability to meet project specifications.

The project has specific restrictions on contractor participation, requiring a General-A license and mandating that contractors self-perform at least 50% of the work. Potential funding sources include the California Department of Water Resources' Urban and Multibenefit Drought Relief Grant Program and the City's capital improvement budget. Contractors must comply with prevailing wage requirements and local hire regulations. The project requires comprehensive insurance coverage, including commercial general liability, professional liability, automobile liability, workers' compensation, and pollution liability insurance. The estimated construction cost ranges from $4,600,000 to $5,900,000, with the contract awarded to the lowest responsive and responsible prequalified Prime Contractor. The project includes additional infrastructure elements such as line valves, air release valves, isolation valves, sample stations, and hydrants. No specific set-aside designations or disadvantaged enterprise requirements were explicitly mentioned in the procurement documents.
