About this opportunity

The Illinois Department of Natural Resources is requesting bids for Region V commercial-grade mowers under IFB 27-422DNR-LNDMG-B-54192, with bids due October 5, 2026. Bidders must submit electronically through BidBuy and include Vendor Disclosure or IPG Active Registered Vendor Disclosure forms, an Offer to the State of Illinois, and applicable Business Enterprise Program or Veterans Small Business Program Utilization Plans if claiming such preferences.

The State will award to the lowest priced responsive and responsible bidder. Evaluation considers compliance with all material terms of the IFB, past performance, financial responsibility, ability to deliver within specified quality, quantity, time, and price parameters, and compliance with applicable law. Bids must remain firm for 90 days from opening. No bid bond or performance bond is required.

The State prefers U.S.-manufactured products unless foreign alternatives are unavailable, cost more than 12% below comparable U.S. products, or offer substantially lower quality. All bidders must affirmatively declare that any proposed product is manufactured in the United States. Illinois Business Preference and Domestic Product Preference are available under the Illinois Procurement Code; bidders claiming such preferences must complete applicable affidavits or product designations.

Bidders may submit exceptions to Standard Terms and Conditions by providing a redlined version with their offer, subject to State acceptance or rejection. A $15 administrative fee applies to any bidder awarded a contract valued at $1,000 or more and will be deducted from the first payment. The resulting contract may be partially or wholly funded with federal funds; the percentage of federally funded supplies and services will be disclosed upon notice of award. All vendors must comply with Illinois Procurement Code requirements and certification and disclosure obligations regarding conflicts of interest, forced labor prohibitions, and taxpayer identification information.
