About this opportunity

The Oregon Department of Transportation is requesting proposals from eligible Price Agreement holders to provide Construction Administration and Construction Engineering Inspection (CA/CEI) services for the Region 3 Southwest Oregon ADA Curb Ramps Phase 2 project, with proposals due August 24, 2026. Only consultants holding awards under Price Agreement series B39090-B39097 are eligible to respond — this is a mandatory cooperative-purchasing vehicle restricting the bidder pool.

The scope encompasses CA/CEI services throughout the construction phase of a project delivering approximately 380 ADA-compliant curb ramps across cities in Douglas, Coos, and Curry Counties (Bandon, Brookings, Gold Beach, Myrtle Point, Reedsport, and Roseburg). Services include project management, contract administration, environmental compliance monitoring, surveying, and project closeout. The consultant must employ ODOT-certified inspectors to complete ODOT Curb Ramp Inspection Forms 734-5020(A-G) documenting ADA compliance for each ramp. All deliverables must comply with ODOT standards and design criteria, with documents requiring digital seals and signatures from Oregon-registered professionals where applicable. Proposers must hold a professional engineer designation as a minimum qualification. The consultant must maintain an active Consultant Quality Plan approved by ODOT before commencing work and use ODOT's ProjectWise network and AASHTOWare Project Application for electronic data management.

The anticipated construction budget is $15.704 million. Compensation is structured as Time and Materials with a Not-To-Exceed amount per the parent Price Agreement. The construction contract is anticipated to receive a Notice to Proceed no later than February 10, 2027, with work completion expected by Summer 2029. The project is federally funded through the Federal Highway Administration and State sources. A DBE goal of 0% applies; however, all DBE requirements are currently suspended pending reevaluation under the October 3, 2025 interim final rule from the U.S. Department of Transportation. Proposals must remain firm offers for a minimum of 180 days following the bid opening date. A notice of intent to award is estimated for five business days following completion of scoring. Key staff resumes using OPO Form 194 must accompany proposals, documenting qualifications of up to six personnel assigned to the project.
