About this opportunity
The County of Sacramento Department of Waste Management & Recycling is soliciting bids for up to five two-axle, forty-five-foot open-top refuse transfer semi-trailers with proposals due October 2, 2026 at 3:00 p.m., and a questions deadline of September 22, 2026. A 5 percent local-business preference and/or 2 percent micro-business preference applies to vendors with principal place of business within Sacramento County, current business licensing, at least six months of established operations in the County, and sales tax compliance. The County retains the option to purchase up to five additional trailers per year for four additional years.
Each trailer must be two-axle with walking floor, 3-point contact entry system, automatic flip-top tarp system, and maximum height of 13 feet to comply with site tunnel restrictions. The design accommodates rear-loading compactor or top-loading operations, with minimum capacity of 109 cubic yards and capability to safely carry 80,000-pound legal maximum loads. Construction specifications include aluminum construction with Huck bolt design, steel chassis, tandem axles rated 22,500 pounds each, air-activated brakes with ABS, and Hutch 9700 suspension. Bidders must specify whether proposals meet all Attachment B minimum specifications or take documented exceptions. Optional items include aluminum wheels and air-powered hydraulic automated landing gear.
The first unit must be delivered within 120 to 150 calendar days after contract award, with remaining units within 180 calendar days. Late delivery penalties are $175 per calendar day per unit up to 90 days; the County may terminate delivery rights if delays exceed 30 days. Awardees must demonstrate minimum one-year manufacturer experience with similar equipment and maintain service capabilities within 100 miles of the working location. Warranty includes one year against defects in material and workmanship and a five-year structural failure warranty. Vendors must provide documentation, training, and parts manuals per specifications.
Award goes to the lowest responsive and responsible bidder. Bids remain valid for 90 calendar days. Pricing must be net, freight prepaid and added, with NET/30 payment terms. Commercial general liability insurance of at least $2,000,000 per occurrence and automobile liability of at least $1,000,000 per accident are required. Responses are submitted through the Sacramento County eBids portal and become public records under California law.
