About this opportunity

San Felipe Del Rio Consolidated Independent School District is requesting proposals for refrigeration temperature monitoring systems and services for food service operations across a minimum of 16 District locations, with proposals due September 8, 2026 at 2:30 p.m. through the Bonfire portal.

The scope includes wireless sensor systems with cellular gateways, cloud-based data storage, real-time temperature monitoring accessible via mobile and PC platforms, and automated alerts for temperature deviations, power outages, and equipment malfunctions. The vendor shall supply and install equipment, perform quarterly preventative maintenance at no additional cost, provide sensor calibration and software updates, deliver technical support, and submit monthly service reports. Pricing must be provided separately for system installation and monthly monitoring costs at each location, with some sites requiring combination units and others requiring separate units. The District may add or remove locations during the contract period.

The contract term runs from award through June 30, 2027, with the District holding the right to extend annually for two consecutive years (2027–2028 and 2028–2029) at its sole discretion. Place of performance is across designated District locations including elementary schools, middle schools, high schools, and warehouse facilities in Del Rio, Texas.

Evaluation is weighted across four criteria: Overall Cost to District (40 points), Meets Specifications (30 points), Ability to Meet Terms, Conditions and Timelines (10 points), and Past Experience with District (20 points). The District does not award solely on low price. Award will be made to a single vendor.

Vendors must submit a 5% bid bond with proposals. If the contract value exceeds $100,000, payment and performance bonds are required before work commences. Required insurance includes General Liability ($1,000,000 per occurrence), Automobile Liability ($500,000), and Workers' Compensation at statutory limits. F.O.B. destination pricing applies; the District is tax-exempt, and federal and state taxes must be excluded. Payment terms are net 30 days. All bid submissions are firm offers valid for 60 days.
