About this opportunity
Nevada's Division of Purchasing and Department of Transportation is requesting quotes on reflective sign sheeting under solicitation 80DOT-S3994, with quotes due October 5, 2026 and questions due September 11, 2026 at 12 p.m. PST. Bidders must submit products from manufacturers on Nevada Department of Transportation's approved products list and furnish descriptive data, printed specifications, and written certification that products meet ASTM D4956 standards—the central capability filter.
The scope is flexible, wide-angle retroreflective micro-prismatic sheeting with prismatic lens elements, interlocking diamond seal pattern, and pre-coated adhesive, compatible with NDOT's HP 700 Series Latex Digital Printer. Manufacturers must provide test data demonstrating 36-month performance compliance per ASTM D4956 or equivalent third-party testing. Type IV sheeting carries warranty coverage of 80 percent of specified values for up to 7 years and 70 percent for up to 10 years; Type XI maintains 80 percent for up to 7 years and 70 percent for up to 12 years. The manufacturer bears full replacement and labor costs for any sheeting failing performance requirements during the warranty period. Bidders must include product catalogs and state a discount percentage from regular list price for other product-line items considered at award.
The contract is primarily for NDOT but may be utilized by Nevada State Purchasing Division, other state agencies, cities, counties, and political subdivisions. Quantities listed are estimates with no guarantee of definite volume. Awards will be made on an "all or none" basis with no separate item consideration. Prices must remain fixed during the first contract year; vendors unable to maintain bid prices must request cancellation in writing, after which the state awards to the next lowest bidder. The contract may extend year to year with no price increases, no term changes, awardee agreement, and state determination of best interest. Nevada-based businesses may apply for a 5% preference if a majority of goods are produced in Nevada. Answers to questions submitted by the deadline will be posted on or about September 25, 2026.
