About this opportunity

The State of Maine's Division of Purchases is requesting quotes for reflective license plate sheeting materials to support Maine's license plate manufacturing operations, with quotes due July 29, 2010 and a Master Agreement period running from July 15, 2010 through July 31, 2013 with two consecutive three-year renewal options at the state's discretion.

Bidders must be pre-cleared retroreflective material vendors with demonstrated successful manufacturing experience in other states and at least three current comparable references. Vendors must provide state-of-the-art application equipment at no charge, maintain full-time professional staff for graphic design, customer service, technical support, and sales, and achieve full production capability within 45 working days of contract award with no manufacturing stoppages due to vendor-related delays.

The scope encompasses retroreflective sheeting materials meeting or exceeding ASTM D4956 standards, with specifications for color, reflectivity, durability, adhesive properties, and weathering resistance (minimum 70 percent of initial retroreflection values retained after 2,000 hours of accelerated weathering or 24 months of outdoor exposure). Materials must include buried directional warranty marks and three-dimensional security images for anti-counterfeiting. Vendors must submit one 900-foot roll of sheeting printed with each Maine graphic design and one finished sample plate for each current design. Support services include on-site technical service within 48 hours at no charge, next-day delivery of stocked equipment parts, and full-time design services; all equipment must be installed and operational within 45 days of award.

The estimated total contract value is approximately $300,000 for the Master Agreement period, though actual volume may vary. A $1,000,000 performance bond and product bond equal to maximum warranty penalties are required. Vendors must accept the State's Procurement Card without surcharge, provide Material Safety Data Sheets with each shipment, and maintain separate invoicing by order. Questions are due 48 hours prior to bid closing through the AdvantageME Vendor Self Service website, directed to Bambi L. Tefft, Buyer II.
