About this opportunity

Central Health in Texas is requesting proposals for referral management software and related services under RFP 2026-09-001, with proposals due November 9, 2026. The procurement encompasses software licensing, implementation services, training, technical support, and ongoing maintenance for a comprehensive, integrated platform capable of managing referrals across multiple departments and stakeholders.

The scope requires case tracking, workflow automation, reporting and analytics, user management, and system integration with existing infrastructure. Vendors must demonstrate current system capabilities, client references from similar implementations, and technical expertise in healthcare or social services referral management. The technical questionnaire (62 questions across 13 categories) establishes capability requirements in data center security and compliance, redundancy and disaster recovery, backup and maintenance protocols, authentication mechanisms, data protection and retention, security operations, and application compatibility. Compliance certifications required or evaluated include FedRAMP, StateRAMP, HIPAA, and SOC II. The AI-specific section (questions 48–62) addresses end-to-end architecture, data isolation and PHI protection, third-party LLM provider relationships, Human-In-The-Loop workflow thresholds, model training and feedback mechanisms, unstructured data processing, explainability and bias mitigation testing, model versioning and drift detection, auditability, hallucination prevention, input validation against adversarial inputs, and compliance with FDA Software as a Medical Device (SaMD) guidelines and ONC HTI-1 regulations for AI-generated clinical decision support. Vendors must submit supporting documentation including security architecture diagrams, SOC audit results, Business Associate Agreements, Data Processing Agreements, incident response plans, business continuity documentation, and cyber liability and errors and omissions insurance certificates.

Cost proposals must include software licensing fees, implementation costs, annual maintenance and support charges, and any optional service fees. The contract term and potential renewal options will be negotiated based on performance and organizational needs. Specific set-asides or preferences for disadvantaged businesses, minority-owned enterprises, or other designated categories may apply per Texas procurement regulations.
