About this opportunity

Rockdale County Board of Commissioners is requesting proposals for the redevelopment of two county-owned parcels totaling 1.94 acres located at 958 and 962 Milstead Avenue in downtown Conyers, Georgia, with sealed proposals due September 24, 2026 at 2:00 p.m. The county is relocating existing offices to a new Administration Building and seeks qualified development teams to deliver mixed-use projects incorporating housing, retail, dining, and entertainment uses centered on high-quality urban design and pedestrian-oriented placemaking.

Proposals must address development vision and concept, developer team experience and qualifications, financial structure (purchase or lease terms and financing strategy), implementation plan with project timeline and phasing, and community impact and partnership opportunities. The RFP identifies the parcels by assessor parcel numbers (C150010001 and C15001001A).

Evaluation weights five criteria: Alignment with County Vision and Plans (25%), Development Team Experience (25%), Financial Offer and Project Feasibility (25%), Community and Economic Impact (15%), and Project Readiness and Timeline (10%). Contract term is TBD; final selection remains subject to negotiation and Board approval.

The Pre-Proposal Conference is September 2, 2026 at 10:00 a.m. at Rockdale County Assembly Hall. Written questions are due September 17, 2026 at 2:00 p.m. Submissions must include one hard copy and one USB flash drive in Adobe PDF format.
