About this opportunity

The Borough of Kennett Square, Pennsylvania, is seeking sealed bids for the Red Clay Creek Water Main Lowering Project, a critical infrastructure replacement initiative located in Anson B. Nixon Park within Chester County. The procurement involves replacing approximately 70 linear feet of existing 12-inch diameter cast iron water main with new 12-inch diameter ductile iron pipe, requiring installation at a deeper depth below the streambed crossing. Bidders must submit electronic proposals through PennBid by 2:00 PM on January 20, 2026, with a contract performance period of 150 consecutive calendar days from the Notice to Proceed. Strict regulatory constraints mandate that tree clearing must be completed by March 31, 2026, and stream work cannot commence until June 16, 2026, due to environmental protections for migratory fish and Indiana bat habitats. The project requires comprehensive site preparation, installation of gate valves, insertion valves, wet taps, concrete curbing, sidewalk replacement, and paved trail restoration, with the contract sum determined by unit and lump sum pricing across twelve line items.

No specific set-aside designations or restrictions for disadvantaged enterprises are explicitly outlined in the procurement documents. The project will require a bid security of at least 10 percent of the base bid, either as a certified check or surety bond, and the successful contractor must provide a 100 percent performance bond, a 100 percent labor and materials bond, and a 25 percent maintenance bond. Pennsylvania prevailing wage rates will apply to all work performed, and liquidated damages of $100 per calendar day will be assessed for failure to complete the project within the specified contract period. Progress payments will be made monthly with a 10 percent retainage until 50 percent completion, then reducing to 5 percent retainage thereafter. While no specific budget range is detailed, the project involves substantial infrastructure work and will require compliance with Pennsylvania Department of Environmental Protection regulations, including stringent erosion and sediment control requirements and streambed restoration protocols. The owner intends to issue the Notice to Proceed by March 3, 2026, contingent upon receipt of acceptable bonds, insurance, and executed contract documents.
