About this opportunity
The City of Suisun City is procuring contractor services for the Rectangular Rapid Flashing Beacon (RRFB) and Fire Station Advance Warning System Upgrade Project, funded through the Highway Safety Improvement Program (HSIP) Cycle 12 (Project No. HSIPSL-5032(041)). The project encompasses two primary work locations: installation of RRFBs with associated safety improvements at Pintail Drive and Crane Drive, and upgrades to the advance warning system at the Suisun City Fire Station. Deliverables include demolition of existing infrastructure, installation of new Type 19-3-100 mast arm poles (25 and 30 feet heights), flashing beacon heads with 12-inch LED indications and retroreflective backplates, emergency vehicle warning signs compliant with Manual on Uniform Traffic Control Devices (MUTCD) standards, solar panel systems with wireless communication devices, ADA-compliant curb ramps, curb extensions, pavement conformance work, high-visibility crosswalk markings, and associated electrical wiring and connections. All work must conform to the latest California Department of Transportation (Caltrans) Standard Specifications and the City of Suisun specifications as developed by design firms Sanbell, Inc., Bellecci & Associates, Inc., and TJKM. The project must be completed within 30 working days, with construction activities scheduled during summer break to minimize disruptions to nearby schools. Sealed proposals must be submitted through the City's OpenGov Procurement portal by 2:00 PM on Wednesday, June 3, 2026, with a mandatory pre-construction conference required before work commences. Qualified bidders must hold valid California State Contractor's Licenses and Suisun City business licenses and must be subject to prevailing wage requirements as determined by the California Department of Industrial Relations for Solano County.
No specific set-aside designations or disadvantaged enterprise restrictions are detailed in the procurement documents; however, all contractors and subcontractors must comply with the City of Suisun City Project Labor Agreement and are subject to federal, state, and local nondiscrimination and compliance requirements. Bidders must provide a bidder's bond equal to 10 percent of the total bid amount and, upon award, furnish both a Faithful Performance Bond and Labor and Materials Bond each at 100 percent of the contract amount, plus a one-year warranty bond at 15 percent of the final contract amount. Comprehensive insurance requirements mandate general liability coverage of $2,000,000 combined single limit per occurrence, automobile liability of $1,000,000 combined single limit per accident, and workers' compensation limits as required by California Labor Code. No incumbent vendors or existing contractors are identified in the procurement documents. The Engineer's Estimate for bonding purposes is $246,000, establishing the budget range for this project. All bids remain valid for 60 days following bid opening, and the City reserves the right to reject any and all bids or award the contract to the lowest responsible bidder. Liquidated damages are assessed at $900 per calendar day for any delays beyond the prescribed 30-working-day timeline.
