A mandatory site visit is set for November 4, 2026 at 10:00 a.m. at the BCA Front Lobby, and the responding firm must be a registered Minnesota Architect, Engineer, Landscape Architect, or Land Surveyor under Minn. Stat. 326.02-14 and must attend that visit to be considered. Pre-registration for the visit closed November 2, 2026.
Certified Targeted Group and Economically Disadvantaged businesses receive a 12 percent preference in evaluation, as do certified veteran-owned small businesses. Proposals are due November 24, 2026 by 12:00 Noon CT through the SWIFT Supplier Portal, and questions are due November 12, 2026 by 3:00 p.m. CT, with State responses by November 17, 2026.
Scope covers replacing all laboratory control hardware with Honeywell-Phoenix Controls equipment, including actuators on hoods and VAV boxes, upgrading the Automatic Control System to the latest Honeywell system, and integrating new controllers with the existing Honeywell BACnet network. Design, bidding, and construction must be completed, tested, balanced, and commissioned by June 30, 2027, due to funding constraints. All services must be performed within the United States, with no foreign outsourcing permitted.
The anticipated contract term runs December 1, 2026 through November 30, 2028, with an option to extend three additional years in increments the State determines. The State pays only for services performed and accepted. Cost proposals and offered terms must remain firm for 180 days.
Required insurance includes Workers' Compensation, Commercial General Liability and Commercial Automobile Liability at $2,000,000 limits each, and Professional/Technical Errors and Omissions at $2,000,000. Exhibit C requires key personnel resumes, subconsultant disclosure, project experience completed within the past ten years, a project schedule with milestones, an Affidavit of Non-collusion, and a Minnesota vendor number.
Proposals are evaluated best-value on a 100-point scale: key persons and specialists (20 points), work illustrating qualifications (20 points), approach and methodology (20 points), unique qualifications (10 points), and fee proposal (30 points). The State reserves the right to award to single or multiple responders, reject all offers, or cancel the solicitation.
