About this opportunity

The Minnesota Department of Administration, Real Estate and Construction Services (RECS), is soliciting proposals for a mechanical engineer to oversee and manage Network Automation Engine (NAE) to Series Network Engine (SNE) upgrades at Minnesota Department of Corrections facilities in Faribault and Red Wing, with a mandatory site visit on November 10, 2026 and proposals due November 23, 2026 at 12:00 p.m. CT. Targeted Group and Economically Disadvantaged businesses certified by the Office of Equity in Procurement receive a 12% preference, as do certified veteran-owned small businesses.

The work replaces obsolete Metasys 12 NAE hardware with Metasys 15 SNE hardware at 17 locations in Faribault and five in Red Wing. Faribault is the priority facility with an anticipated six-month duration, and Red Wing follows with a four-month duration; both campuses may proceed simultaneously. Johnson Controls performs the installation as the existing vendor. Successful responders must be registered as an Architect, Engineer, Landscape Architect, or Land Surveyor in Minnesota under Minn. Stat. 326.02-14 and must carry Workers' Compensation, Commercial General Liability of $2,000,000 per occurrence, Commercial Automobile Liability of $2,000,000 combined single limit, and Professional/Technical Errors and Omissions of $2,000,000 per claim. E-Verify certification is required for contracts exceeding $50,000. All services must be performed within the United States, and foreign outsourcing of work or information storage is prohibited. Qualifications proposals cover key personnel resumes and relevant project experience completed within the past ten years.

The contract term runs December 1, 2026 through November 30, 2028, with an option to extend three years in increments the State determines. The fee proposal requires cost estimates across Schematic Design (15%), Design Development (15%), Construction Documents (40%), Construction Phase Administration (25%), and Post Construction (5%).

Proposals are scored on a 100-point scale: Key Persons and Specialists (20 points), work illustrating qualifications (20 points), approach and methodology (20 points), unique qualifications (10 points), and fee proposal (30 points).

The mandatory site visit includes a 9:00 a.m. session at MCF-Red Wing and an 11:30 a.m. session at MCF-Faribault. Attendees must submit a background-check access packet to Krystal Witte at least 24 hours before the meeting. Questions are due November 12, 2026 at 3:00 p.m. CT, with responses provided November 16. Submissions go through the SWIFT Supplier Portal, with Exhibit B (Fee Proposal), Exhibit C (Qualifications Proposal), and Exhibit I (Affidavit of Noncollusion) attached as separate documents. Veteran-owned preference claims require Exhibit M.
