About this opportunity

The Texas Department of Public Safety is requesting bids for linen and laundry services at its Recruit School locations in Austin and Florence under IFB 405-26R0018607, with bids due August 6, 2026 at 5:00 p.m. Central Time and an anticipated award date of September 1, 2026. Bidders must comply with Texas HUB (Historically Underutilized Business) requirements and submit a mandatory Subcontracting Plan demonstrating good-faith efforts to engage VetHUB-certified subcontractors; every responding vendor—prime or self-performing—must submit a completed subcontracting plan and affirm their approach to VetHUB participation.

The contractor must provide collection, laundering, and delivery of twin flat sheets, pillowcases, bath towels, and blankets to DPS Headquarters at 5805 North Lamar Boulevard, Building C in Austin and the Florence Training Facility at 810 County Road 240 in Florence. Clean linens must be delivered three times weekly—Monday, Wednesday, and Friday between 9:00 a.m. and 3:00 p.m.—in specified bundled quantities and in 48" × 29" × 47" linen bins, with at least two transport carts provided. The contractor must demonstrate a minimum of one year of commercial laundry and linen services experience; employ qualified, skilled workers; comply with Industry laundering standards using bacteriostatic ingredients; and maintain all safety protocols, SDSs, and waste disposal compliance. The Austin location is expected to transition to the Florence facility in 2027.

The contract term is five years from September 1, 2026, through August 31, 2031, with DPS retaining the right to extend for an additional six-month period. DPS guarantees no minimum compensation and will authorize payment only upon written approval from the Contract Monitor. Bidders must submit audited financial statements for the previous two years or a Dun & Bradstreet Business Information Report, three references from similar past contracts, a business continuity and disaster recovery plan, a project schedule, and pricing on the Mandatory Pricing Schedule with all costs included. Contractor personnel may be required to undergo fingerprint-based criminal background investigations at contractor expense. Questions are due July 14, 2026, with Q&A responses posted July 21. DPS will evaluate bids using the best-value standard, considering past performance tracked in the Vendor Performance Tracking System. Bids must be submitted electronically to DPS_Solicit_Response@dps.texas.gov or through the DPS Online Bid Room.
