About this file
This exhibit document outlines the procedures and requirements for submitting bid responses through the Texas Department of Public Safety (DPS) Online Bid Room for the Recruit School Linen Services solicitation. The document provides guidance to potential vendors on accessing the optional electronic submission platform, which allows bidders to review solicitation opportunities and submit responses in compliance with the overall solicitation package requirements. The DPS Online Bid Room submission method is entirely optional, and vendors may choose alternative submission methods identified in the primary solicitation package. All responses must adhere to the specific form and manner of delivery requirements outlined in the solicitation package and must be submitted by the designated response due date and time to avoid disqualification. Late submissions are not accepted regardless of the submission method used.
To access the DPS Online Bid Room, vendors must complete a two-step registration process: first registering at the vendor management portal and then receiving login credentials via email within two business days, after which they can access the platform to submit their bid electronically. The document emphasizes the importance of allowing adequate time for vendor registration prior to the submission deadline. Submissions received through the DPS Online Bid Room generate automatic system confirmation, eliminating the need for additional receipt verification. The document includes disclaimers that technical difficulties experienced with the optional online platform do not constitute grounds for protesting a contract award. Vendors are directed to consult the solicitation package point of contact for any questions regarding the solicitation requirements and provided with links to the Vendor User Guide, tutorial videos, frequently asked questions, and technical support resources.
