The Maryland Department of Information Technology is requesting proposals for a three-year Recorded Future Elite software-as-a-service contract under Purchase Order Request for Proposals (PORFP) PORFP-Recorded_Future_Elite_20260-02029, with proposals due June 8, 2026, at 2:00 PM. This solicitation is restricted to current Master Contractors awarded under the Commercial Off-the-Shelf Software (COTS 2012) master contract (060B2490021); Master Contractors may submit a Letter of Authorization with their bid for consideration.

The scope covers Recorded Future Elite SaaS products: Geopolitical Intelligence - Enterprise, Identity Intelligence - External (1 million records), Elite Platform Package (75,000 employees, with monitoring of up to 250 third-party organizations and 10,000 total scanned assets), and Premium Success Plan. The license grants usage rights to full-time DoIT employees solely for internal security purposes and may be allocated to up to 35 Maryland Executive Branch Agencies beyond primary DoIT users. The contract term runs from June 24, 2026, through June 3, 2029. Performance occurs at the Department of Information Technology, 100 Community Place, Crownsville, Maryland 21032.

Master Contractors must be authorized Recorded Future resellers, provide all software licensing agreements and terms and conditions for State acceptance, and submit new and unused software with manufacturer pricing documentation. All pricing must remain valid for at least 90 days following the proposal due date. Software-as-a-Service products are subject to Additional Terms and Conditions in Attachment Y-Data Use Agreement. Award will be made to the responsive and responsible Master Contractor providing the most advantageous offer based on price and stated evaluation factors under COMAR 21.05.13.06. The existing order (incorporating prior orders Q-94477 and Q-85234) reflects a prorated credit of $66,416.31 applied to fees; total fees are invoiced upon the effective date and due within 30 days. The contract is non-cancelable once signed. The Department of Information Technology point of contact is Merchelle Halsey (410-697-9694).
