About this opportunity

The County of Orange Sheriff-Coroner Department is seeking competitive bids for Recognition Plaques and Awards through a fully electronic solicitation. The procurement covers 24 line items including acrylic, pewter, and wood-based plaques, crystal awards, writing pen and pencil sets, name bars, and customizable recognition items to be delivered to various Sheriff-Coroner Department locations throughout Orange County. Bidders must be located within a fifteen-mile radius of the Sheriff-Coroner headquarters in Santa Ana, California, to accommodate emergency walk-in orders and provide same-day turnaround for rush services. The solicitation requires electronic bid submissions through the County's eProcurement Portal by January 22, 2026, at 3:00 p.m. Pacific Time, with all questions and clarification requests due by January 15, 2026, at 3:00 p.m. Evaluation criteria will include responsiveness, responsibility, and lowest bid, with the County reserving the right to make multiple awards. Contractors must maintain a minimum of ten plaques in stock, provide design assistance and samples at no cost, and complete non-rush orders within two working days and rush orders within two hours for standard plaques.

The solicitation offers a five percent preference for certified Orange County Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) bidders, with a maximum allowable preference of $100,000. The contract term is initially three calendar years, commencing on May 28, 2026, with an option to renew for an additional two-year term subject to mutual agreement and Board of Supervisors approval. Successful bidders must provide proof of insurance, including $1,000,000 per occurrence commercial general liability coverage, $1,000,000 automobile liability coverage, and appropriate workers' compensation insurance. Contractors will be required to submit a W-9 Form, valid DUNS number, and Unique Entity Identifier (UEI) number within seven days of award. While no specific contract value is explicitly stated, the comprehensive nature of the solicitation and multiple line items suggest a potentially significant procurement opportunity. Payment terms are net thirty days after invoice submission, with electronic funds transfer available as a payment option.
