About this opportunity
The City of Winter Haven is soliciting bids (ITB-25-23) for a comprehensive reclaimed water transmission main extension project located on County Road CR 653 in Winter Haven, Florida. The procurement involves installing approximately 4,900 feet of 12-inch PVC reclaim pipe, 3,600 feet of 20-inch reclaim pipe, and 8,500 feet of 2-inch fiber conduit, along with an 8-inch PVC force main. Qualified licensed General Contractors will be responsible for executing the infrastructure work, which includes directional drilling (no deeper than 10 feet), connecting to existing water mains, and capping abandoned lines. Sealed bids will be accepted until 2:00 P.M. on May 27, 2025, with a public bid opening immediately following via Zoom. Bidders must provide a 5% bid bond and demonstrate extensive experience in utility construction, excavation, roadway construction, and related infrastructure work. The project is part of the City's One Water Master Plan and Sapphire Necklace initiative, with a contract duration of 180 calendar days from the Notice to Proceed.
The contract has no specific set-aside designations for disadvantaged enterprises, but bidders must meet comprehensive qualification requirements. The project is partially funded through a $910,000 State of Florida Department of Environmental Protection (DEP) grant, with maximum liquidated damages of $500 per calendar day for project delays. Multiple utility providers are involved, including electric, water, telecommunications, and gas companies such as Charter Communications, Frontier Communications, Florida Public Utilities, and Zayo. The project engineering is being managed by Kimley-Horn and Associates, Inc., with CivilSurv Design Group handling surveying. While specific budget details are not explicitly stated, the extensive documentation and infrastructure scope suggest a significant municipal investment. The project aims to maximize beneficial use of reclaimed water, reduce demands on traditional water supply, and help rehydrate historical wetlands in the Winter Haven area.
