About this opportunity

The State of Maine Division of Purchases is requesting bids for reception intake sheets for the Skowhegan Office of Family Independence location, with bids due December 3, 2012. The solicitation permits bids for paper or paper products and is submitted through the State of Maine's Vendor Self Service electronic platform closing at 2:00 p.m. local time on the due date.

A price preference for recycled-content paper applies: bids offering paper with a minimum of 30% postconsumer recycled material content that fall within 10% of the lowest compliant bid receive up to a 10% price preference. Vendors must explicitly indicate in their solicitation response that they are bidding recycled paper and disclose the recycled content percentage in the comments section to qualify. Additionally, the state authorizes a price premium of up to 4% above the lowest submitted bid to procure paper products with 100% postconsumer recycled or certified virgin fiber content; if no bids meet the 100% threshold, preference is awarded to products with the highest percentage of recycled or certified content provided the price does not exceed 4% above the lowest bid. Bidders must supply proof of chain of custody certification and identify certification labels from recognized third-party organizations (ATFS, FSC, MLCP, PEFC, or SFI).

Quotations must include unit pricing for each requested item. Award is made on lowest-priced conforming bid or best-value criteria incorporating quality, conformity to specifications, delivery time, and ultimate cost to the state, with price weighted at minimum 25 percent of total evaluation criteria. Delivery terms are FOB Destination with transportation costs prepaid by the contractor. Payment terms are net 30 days from receipt of correct invoice. The contract may be extended at the state's discretion with contractor consent, provided the total contract period does not exceed three years. An overrun allowance of up to 3% of contract value is permitted. Questions are due by December 3, 2012.
