About this opportunity

The Maryland State Department of Education (MSDE) is seeking online course facilitators for the Maryland Virtual Professional Learning Opportunities (MVPLO) program, a professional development initiative designed to provide high-quality online learning experiences for educators. This procurement opportunity requires qualified instructors to teach web-delivered courses, monitor participant performance, and maintain regular communication with MSDE online professional learning specialists. Facilitators must manage course sections with a student-to-teacher ratio not exceeding 20:1 and ensure a minimum of 10 enrolled participants to activate a course. Key requirements include conducting weekly synchronous office hours, completing an MSDE Learning Management System training module (if Online Teaching in Maryland was taken prior to 2021), and providing proof of course completion training. The contract opportunity is currently open, with a posting date of February 18, 2025, and a proposal submission deadline of March 4, 2025. Facilitators will be assigned on an as-needed basis with no guaranteed work volume, and the courses must align with Maryland educational standards and appropriate instructional guidelines.

While no specific set-aside designations or enterprise restrictions were explicitly mentioned in the contract opportunity description, the posting suggests that potential facilitators should have significant educational professional development experience and technological proficiency. The procurement appears open to individual educators, educational consultants, and professional learning specialists who can meet the specified course facilitation requirements. Participants will earn Continuing Professional Development (CPD) credits or Professional Development Points (PDP) upon successful course completion. The contract is structured as an on-demand service with variable workload, indicating that compensation will likely be course-specific or hourly. No specific budget range or total contract value was provided in the original posting. Facilitators will collaborate directly with MSDE staff and potentially local education agencies to deliver these online professional learning opportunities.

Opportunity text

MVPLO, an educational service managed by the MSDE, expands the access to challenging online professional learning courses to Maryland educators. Continuing Professional Development (CPD) credits or Professional Development Points (PDP) are earned by educators who successfully complete these courses. These high quality, rigorous courses align with Maryland standards as well as other appropriate instructional standards. MSDE offers online courses in collaboration with the local education agencies. The Offeror will serve as a facilitator for the MVPLO online professional learning courses: teaching web-delivered courses, monitoring and reporting participants' performance, and communicating regularly with participants and the MSDE online professional learning specialist. The student to teacher ratio will not exceed 20:1. MVPLO works to keep class sizes reasonably small; however, a minimum of 10 enrolled participants is required to run a course. Instructors will communicate with MVPLO staff and participate in MVPLO faculty activities when applicable. Facilitators will conduct weekly synchronous office hours for participants. Prior to facilitating an online MSDE course, the facilitator must complete a training module on the functionality of MSDE's Learning Management System if Online Teaching in Maryland was taken prior to 2021. Proof of completion will be required. Facilitators are assigned on an as-needed basis, with no guarantees of work.
