About this opportunity
The Minnesota Department of Military Affairs is seeking a qualified contractor to remove and recycle approximately 1,400 twin-size mattresses from Camp Ripley in Little Falls, Minnesota under a one-time contract award. The contractor must provide supervision and transportation to collect the mattresses and transport them to a qualified recycling facility capable of either completely dismantling the mattresses into core components for transformation into new materials or disassembling them for complete refurbishment through reuse of steel components and textile recycling; mattresses cannot be redistributed or reused in their current form. The contractor's transport unit must accommodate at least 200 twin-size mattresses per load, with Camp Ripley personnel responsible for loading the mattresses and the contractor responsible for transportation, delivery, and potential unloading at the recycling facility. The contractor must charge $1.00 per mattress recycled (up to 1,400 mattresses) and $1.00 per truck or trailer load (minimum 200 mattresses per load), with all costs including transportation, permits, licenses, disposal, insurance, and overhead included in quoted prices. The contract is effective May 27, 2026, through September 30, 2026, with potential extension up to one additional year in State-determined increments, and requires the contractor to perform a minimum of one to two loads per month and provide proof of delivery including weight tickets and certificates of recycle. Responses must be submitted electronically through the Minnesota Supplier Portal no later than May 22, 2026, at 1:00 p.m. Central Time, with questions due by May 20, 2026, at 2:00 p.m. The Department will award the contract to the lowest responsible bidder meeting all specifications, terms, and conditions, and the contractor must maintain comprehensive insurance coverage including $2,000,000 commercial general liability, $2,000,000 commercial automobile liability, statutory workers' compensation, and professional liability insurance with all insurance companies maintaining an AM Best rating of A- and Financial Size Category VII or better.
This solicitation includes a 12 percent preference for certified targeted group, economically disadvantaged, and veteran-owned businesses, as well as a 6 percent preference for eligible DEED/DHS providers through Minnesota's Small Business Procurement Program for businesses meeting specified criteria regarding ownership, operation, control, location, and economic disadvantage status. Non-Minnesota contractors exceeding $50,000 in cumulative calendar year payments are subject to an 8 percent withholding requirement unless an exemption is granted. The contract involves federal funding through a master cooperative agreement between the National Guard Bureau and the Minnesota Department of Military Affairs, requiring the contractor to comply with federal regulations including equal employment opportunity provisions, Contract Work Hours and Safety Standards Act requirements, clean air and water compliance, procurement of recovered materials standards, and Buy America preference requirements. Responders must be registered as either a supplier or bidder in the Minnesota Supplier Portal prior to submission and must include all required attachments including signed declarations certifying accuracy of information, authorization to bind the organization, non-collusion, absence of organizational conflicts of interest, and details regarding the designated recycling facility. The estimated total dollar value of the contract for one year is $24,000 to $28,000, though this is not construed as either minimum or maximum. Two addenda have been issued as of May 20, 2026, revising instructions to responders and establishing comprehensive insurance requirements, with contractors required to submit Certificates of Insurance prior to commencing work, with failure to comply resulting in immediate contract termination.
