About this opportunity

The Illinois Department of Transportation is conducting a rebid for weather data uplink services and maintenance for the National Airspace Data Interchange (NADIN) and Automated Weather Observation Systems (AWOS III P/T). The procurement encompasses comprehensive maintenance services for 38 non-federally funded AWOS sites throughout Illinois, with potential expansion to 41 sites during the five-year contract term. The selected vendor must provide remote monitoring, equipment maintenance and repair, spare parts inventory management, and ensure full compliance with Federal Aviation Administration (FAA) and Federal Communications Commission (FCC) regulations. Key deliverables include responding to equipment failures within 24 hours and restoring service within 72 hours, maintaining a 98 percent reliability rate for the NADIN link, retaining backup dial-up capability, and providing weekly status updates for repairs requiring multiple visits or pending parts. The vendor must employ only FAA-approved and FCC-licensed technicians and perform all work in the United States at designated airport locations. Bids must be submitted electronically through BidBuy by February 11, 2026, with questions due by seven days prior to the bid opening date. The contract period commences December 29, 2025, or upon execution, whichever is later, and extends through December 28, 2030, representing a five-year commitment with no renewal options.

This procurement is not designated as a small business set-aside and carries no Business Enterprise Program (BEP) or Veteran Small Business (VSB) participation goals. Vendors must be registered as either an Illinois Small Business (if applicable) or maintain active registration in the Illinois Procurement Gateway (IPG) and submit a Vendor Disclosure form or IPG Active Registered Vendor Disclosure. The solicitation prohibits subcontracting, requiring the selected vendor to perform all services directly. Vendors are responsible for all labor, travel expenses, parts, materials, maintenance of general commercial liability insurance ($1,000,000 per occurrence/$2,000,000 annual aggregate), auto liability insurance ($1,000,000 per occurrence), and worker's compensation insurance as required by law. A $15 administration fee for the Minority Contractor Opportunity Initiative will be deducted from the first check issued to any awarded vendor with a contract value of $1,000 or more. Contract pricing is structured as monthly payments divided equally across 12 months per location, with actual billing based on the number of locations serviced during each billing period; the State will award the contract to the lowest priced responsive and responsible bidder, and the resulting contract may be partially or totally funded with Federal funds, with specific percentages and dollar amounts to be disclosed upon notice of award.
