About this opportunity

The Illinois Department of Transportation (IDOT) Bureau of Business Services is requesting bids on a high-precision handheld 3D laser scanning system as a rebid for Fiscal Year 2027, with proposals due September 25, 2026. This is a one-time purchase of newly manufactured equipment with no set-asides or incumbent contractor identified.

Bids are accepted only from established manufacturers or their authorized servicing dealers, who must provide proof of authorized dealer status and manufacturer commitment to supply products as needed. The system is intended for pavement analysis at the Illinois Certification and Research Track (ICART) for the certification of Transverse Pavement Profilers.

The equipment must meet detailed metrology-grade specifications: ultra-resolution surface capture with minimum accuracy of 0.025 mm, blue laser technology with at least 30 laser lines, volumetric accuracy of 0.020 mm + 0.040 mm/m, data processing of at least 1,800,000 measurements per second, working distance of 200–750 mm, depth of field of minimum 550 mm, maximum weight of 1.0 kg, operating temperature range of 5–40°C, operating humidity range of 10–90% non-condensing, single USB connectivity, and Class 2M eye-safe laser classification. All equipment must be traceable certified through testing per VDI/VDE 2634 Part 3 and ISO 10360 standards in an ISO 17025 accredited laboratory. The system must be compatible with Autodesk, Siemens, PTC, and Dassault Systems software and export to thirteen specified file formats. Factory or dealer-provided training, operator's manuals, parts lists, and warranty documentation are required at delivery.

The contract term runs through June 30, 2027. Delivery is F.O.B. destination during regular business hours on weekdays, with 24-hour advance notice required. Any defects within the first 30 days are addressed at vendor cost; warranty repairs including off-site pickup and delivery remain vendor responsibility during the warranty period. Freight is included in the unit price. No subcontracting is permitted. Standard Illinois State Certifications (Version 26.2) apply, requiring compliance with 34 conditions covering eligibility, ethical conduct, tax compliance, labor law, and operational standards.
