About this opportunity

The Illinois Department of Transportation (IDOT) is conducting a rebid Invitation for Bid (IFB) solicitation for fencing replacement and gate installation services across six locations within District 5. The project requires vendors to provide labor and materials to replace perimeter fencing and install gates at the following facilities: Bloomington Team Section (2621 S. Veterans Parkway), Lafayette Storage (500 E. Lafayette Street), Monticello Team Section (676-E Old Route 47), Clinton Team Section (6121 State Hwy 54), Farmer City Storage (2000 E. Summer Street), and Towanda Team Section (203 Old Route 66). The total scope of work includes installation of approximately 9,084 linear feet of six-foot-high chain link fencing with top rails and three strands of barbed wire, along with nine total gates in either double swing or cantilever slide style configurations, also topped with barbed wire. All work must be completed by October 30, 2026, with work performed during normal business hours (Monday through Friday, 7:00 a.m. to 3:30 p.m., excluding state holidays) unless otherwise approved by the site representative. Qualified vendors must demonstrate at least two years of experience in fencing services, maintain general commercial liability insurance of $1,000,000 per occurrence with IDOT named as an additionally insured party, provide workers' compensation insurance as required by law, and comply with the Illinois Prevailing Wage Act and applicable state and local building codes. A mandatory Pre-Submission Conference is scheduled for Tuesday, April 14, 2026, with staggered times at each location (Bloomington at 8:00 AM, Lafayette Street at 9:00 AM, Towanda at 10:00 AM, Clinton at 12:00 PM, Farmer City at 1:30 PM, and Monticello at 3:00 PM), and electronic bid submissions through BidBuy are due by April 27, 2026, with bidders required to maintain firm pricing for 180 days from bid opening. The evaluation criteria focus on selecting the lowest-priced responsive and responsible bidder who meets all specified requirements, with award announcements to be posted on BidBuy.

This procurement is exclusively designated as a Small Business Set-Aside Program opportunity, restricting eligibility to vendors registered with the Illinois Small Business Set-Aside Program at the time bids are due. All bidders must submit completed Vendor Disclosure Forms (Form A) or IPG Active Registered Vendor Disclosure documentation; failure to submit these required certifications renders bids non-responsive and ineligible for consideration. Vendors employing fifteen or more full-time employees must provide a current Illinois Department of Human Rights Public Contracts Number, and financial disclosures are required for bids exceeding $100,000 in annual value. No subcontracting is permitted under this contract, and vendors are responsible for all costs associated with staff transportation, material delivery (FOB Destination), and waste disposal. The vendor must provide a minimum three-year limited warranty against defects in materials and workmanship commencing upon project completion and IDOT acceptance, along with all warranty documentation, manufacturer's manuals, and gate operational instructions. No bid bond or performance bond is required for this solicitation. The estimated maximum contract amount will be entered by the State prior to execution; federal funding may partially or wholly support the resulting contract, with the percentage to be disclosed upon notice of award.
