About this opportunity
The Maryland State Highway Administration is requesting bids on an open-ended, on-call winter heavy duty towing contract for Washington County under IFB HGWHDTOW28R, with bids due December 16, 2025 at 2:00 PM and a public bid opening at the Hagerstown Maintenance Shop. This is a Category II Small Procurement with a maximum bid price of $49,999; award will go to the single responsible bidder submitting the lowest responsive price.
The contractor must supply a minimum of two tow trucks capable of heavy duty towing and recovery operations, available 24 hours per day, seven days per week, with a one-hour response time from notification. Tow vehicles must meet Department of Transportation requirements, be equipped with hydraulic under-reach lifting capacity of at least 25,000 pounds, have winching capabilities, be all-wheel drive or equipped with chains, and maintain constant communication with SHA field supervisors. The contract covers two service areas — Sideling Mountain Area (Exit 77 Woodmont Road on I-68) and South Mountain Area (MD 66 Ridesharing Lot) — each with estimated 100 hours for evaluation purposes only; actual quantities may vary, and the State has no obligation to pay for any minimum or maximum hours.
Minimum qualifications include three years of verifiable winter heavy duty towing experience as an owner, principal, or full-time manager; tow truck operators must have one year of wrecker service experience or completion of an approved training program within the last five years. The contractor must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, workers' compensation insurance, and automobile/commercial truck insurance, with the State listed as an additional insured. Subcontractors are not permitted without written SHA consent. No minimum show-up time or travel reimbursement is provided. The contract term extends through May 31, 2028, or until the awarded contract value is expended, whichever occurs first. Questions are due December 8, 2025 at 9:00 AM. There are no MBE/DBE or VSBE subcontracting goals and no federal funding involved.
