About this opportunity

The State of Illinois Department of Human Services is seeking a qualified vendor to provide barber and beautician services to Packard Mental Health Center (PMHC), a 24/7 state-operated forensic psychiatric hospital in Springfield, Illinois, for fiscal years 2027 through 2029 under this small purchase procurement. The services required include basic haircuts and facial hair trimming for up to 150 patients of varying ethnicities and socioeconomic backgrounds, to be performed during normal business hours (7:00 a.m. to 4:30 p.m., Monday through Friday, excluding state holidays) at the facility located at 901 Southwind Road. The vendor must provide all necessary equipment, maintain strict public health safety and sanitation standards, secure all sharp objects due to the potential for aggressive patient behavior, and comply with hypervigilance protocols established for the secure facility environment. Required qualifications include a current Illinois barber or beautician license and complete HIPAA-related documentation prior to service commencement; complex haircuts require prior approval from the Hospital Clinical Management Team before proceeding. The vendor must submit invoices within 7 to 10 days following each visit, comply with all facility traffic regulations, and accept escort and direction from hospital personnel at all times. The Request for Quote (RFQ) was posted on March 24, 2026, with a submission deadline of March 30, 2026. All work must be performed in a professional manner with the Center retaining the right to determine performance acceptability, and the vendor assumes responsibility for all costs without exceeding the contract amount without prior written authorization.

The procurement documents identify a mandatory $15 fee for contracts valued at $1,000 or more under minority contractor initiatives, indicating set-aside consideration for disadvantaged enterprises. All vendors must execute the Standard Illinois Certifications (V26.2), which establishes thirty-four comprehensive compliance requirements covering educational loan default status, pension code violations, equal employment opportunity, forced labor and child labor prohibitions, drug-free workplace requirements, cybersecurity restrictions, and political contribution limitations, among other mandatory certifications. Insurance requirements mandate General Commercial Liability coverage of $1,000,000 per occurrence with $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation Insurance as required by law. The contract is subject to the State Prompt Payment Act with invoicing deadlines of July 31 annually for services rendered through June 30, and the State reserves the right to terminate for convenience with 30 days' written notice or immediately for cause if vendor performance jeopardizes health, safety, or property. No incumbent vendor or specific budget range was identified in the procurement documents. Disputes arising from this contract are exclusively filed with the Illinois Court of Claims, and all work products are deemed work-for-hire with exclusive ownership vesting in the State of Illinois.
