About this opportunity

The Illinois Department of Transportation is requesting bids for mowing services at District 8 weigh stations under solicitation 27-494DOT-FINAD-B-52905 (REBID D8 Weigh Station Mowing), with bids due October 8, 2026. The solicitation carries a 3% Business Enterprise Program (BEP) goal and a 3% Veteran Business Program (VBP) goal; failure to submit a BEP and VBP utilization plan renders the bid non-responsive.

Services cover two weigh stations: O'Fallon at I-64 EB, Mile Marker 18, and Maryville at I-55 SB/I-70 WB. The vendor must provide mowing, weed control, edging, debris removal, and general grounds maintenance throughout the growing season from approximately April 1 through November, contingent on weather. Turf shall be maintained at three to five inches in height and cut no more than once every seven days without facility manager approval. The vendor must contact the IDOT Facility Manager prior to each mowing to coordinate scheduling and is responsible for all equipment, maintaining required licenses and permits, employing trained personnel, and removing landscape debris daily at no additional cost.

The contract has an initial term commencing upon final execution and ending November 30, 2030, with two optional renewal periods of 24 months each, for a maximum total term not to exceed ten years. Pricing is estimated rather than firm; the maximum contract amount will be specified by the State prior to execution. The vendor shall invoice monthly upon completion of work.

The vendor must maintain general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, auto liability of $1 million per occurrence, and workers' compensation insurance as required by law. Prevailing wage requirements apply. Subcontractors with annual values exceeding $100,000 require prior written approval and must submit Illinois Standard Certifications. All bids must be submitted electronically through BidBuy and remain firm for 180 days from opening. Award will be made to the lowest-priced responsive and responsible bidder.
