About this opportunity
The Illinois Department of Transportation, acting through the State of Illinois Chief Procurement Office, is rebidding calibration services for Concrete and Bituminous Materials (CBM) ASTM 74 type load cell equipment under BidBuy bulletin B-53622, with proposals due September 15, 2026. The solicitation is open to all vendors in BidBuy with no set-asides.
The scope encompasses calibration of 12 active load cells ranging from 1,000 lbf to 500,000 lbf capacity in both compression and tension modes, with associated digital indicators and load-measurement systems. Deliverables include ASTM E74 calibration statements, detailed calibration results with measurement uncertainty data, interpolation tables, equipment identification and description, calibration date and personnel identification, and reference equipment documentation. The vendor must maintain ISO/IEC 17025 accreditation at the time of bid opening, a mandatory requirement under AASHTO R18 and 23 CFR Part 637. All calibrations must be traceable to NIST.
The initial contract term is twenty-four months from the last-dated signature, with a maximum total contract term not exceeding ten years. No subcontracting is permitted. The vendor is responsible for return shipping costs. Pricing is estimated in the BidBuy Purchase Order Items Tab; the State will enter the maximum contract amount prior to execution.
Contracts valued at $1,000 or more are subject to a $15 Minority Contractor Initiative fee to the Comptroller's Administrative Fund. The vendor must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law. Invoices are due no later than July 31 for services performed through June 30 of each year.
