About this opportunity

The Illinois Department of Transportation is requesting bids on LiFePo4 batteries for continuous count traffic monitoring sites statewide under IFB solicitation B-54103, with bids due October 15, 2026. No set-asides or preference programs restrict eligibility; however, preference is given to products manufactured in Illinois, and all products must be certified as manufactured in the United States unless exceptions apply.

The scope covers three LiFePo4 battery models in Group 31 case sizes: 12V 52Ah (Type A), 12V 100Ah (Type B), and 12V 300Ah (Type C), each with auto-heating capability, IP67 waterproof rating, flame-retardant cases, and a minimum 3,000-cycle life. All batteries must support charging from −4 to 113 degrees Fahrenheit or higher and include integrated Battery Management Systems. Batteries must be newly manufactured—not remanufactured or reconditioned—and vendors must be established manufacturers or authorized dealers with proof of authorization available upon request. Delivery is to the IDOT Traffic Equipment Repair Shop in Springfield, Illinois, via flatbed truck during regular business hours (8:00 AM to 2:00 PM) weekdays, with all transportation costs included in unit pricing on an F.O.B. destination basis. Vendors must maintain general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, plus $1 million auto liability coverage, with the State named as additionally insured.

The initial contract term is twelve months from the last dated signature, with a maximum total term not to exceed ten years including renewals or extensions. Award will be made to the lowest priced responsive and responsible bidder. Bid prices must remain firm for 180 days from opening. Manufacturers' standard warranties must be provided and transferred to IDOT, with on-site repairs and replacements at no cost to the department. Payment follows the State Prompt Payment Act. Questions are due seven days before bid opening. Bids must be submitted electronically through the BidBuy platform with all required documentation, including Vendor Disclosure or Illinois Procurement Gateway Active Registered Vendor Disclosure and an Offer to the State of Illinois. No bid or performance bonds are required. Vendors must bid all line items to be considered for award and must comply with the $15 Minority Contractor Opportunity Initiative fee if the awarded contract exceeds $1,000.
