About this opportunity
King William County is seeking a qualified contractor to perform a comprehensive real property reassessment as of January 1, 2027, covering approximately 12,350 taxable and non-taxable parcels within the county's 275.4 square miles. The primary objective is to appraise properties at fair market value, in compliance with Title 58.1-3201 of the Code of Virginia. The contractor must be certified by the Virginia Department of Taxation and will serve in lieu of a Board of Assessors, with specific requirements including physical inspections of commercial and industrial parcels, apartment dwellings, farms with multiple structures, and residential properties valued over $400,000. Proposals are due by May 1, 2025, at 4 PM, with all fieldwork and assessment manual to be completed by November 1, 2026. Key deliverables include a comprehensive sales study, appraisal manual, monthly progress reports, two sales analyses, and support for the Board of Equalization. The contractor must also maintain a staffed office during county business hours after assessment notices are mailed and be prepared to provide legal testimony for up to three years after the effective date.
While no specific set-aside designations or restrictions for disadvantaged enterprises are explicitly mentioned, the contract includes significant financial and performance requirements. The contractor must provide performance and insurance bonds, including $1 million per occurrence in commercial general liability coverage. Payment will be structured on a monthly basis, calculated by verifiably completed parcels, with a 5% retainage to be paid after the Board of Equalization finalizes proceedings. Although no specific budget range is provided in the documentation, the comprehensive nature of the reassessment for over 12,350 parcels suggests a substantial contract value. The scope of work involves extensive property inspections, data analysis, and manual preparation, indicating a complex and potentially high-value procurement opportunity for firms specializing in property assessment and valuation services.
