About this opportunity

The Brazos River Authority (BRA), a Texas state agency, is requesting proposals for Real Property Evaluation Services. The BRA seeks highly qualified individuals, consulting firms, or teams with specialized expertise in assessing complex real property issues and assets, and developing practical, prudent, and feasible strategies for the present and future management of these resources. The required services include, but are not limited to, evaluation and valuation of real property, determining highest and best use, developing comprehensive land management plans and policies, updating the current property management database, assessing environmental and historical/archaeological concerns, and conducting stakeholder outreach and engagement. The BRA intends to establish an indefinite delivery, indefinite quantity contract for a one-year term that may be renewed for up to four additional one-year periods. Proposals are due by 10:00 AM on January 26, 2024, and will be evaluated based on the respondent's qualifications, experience, ability to perform the work promptly, and proposed approach to providing the required services.

The BRA encourages participation from small, minority, women-owned, and historically underutilized businesses (HUBs), and HUB/Disadvantaged Business Enterprise (DBE) participation will be considered cumulatively over the contract term. The RFP does not specify a HUB/DBE goal, but the BRA aims to achieve the state's HUB goal of 23.7% for professional services contracts. The BRA will accept proposals from firms who may subcontract specific tasks, and respondents must submit a HUB Subcontracting Plan as part of their proposal. The RFP covers real property evaluations in the jurisdictions of McLennan County and Waco City, Texas, but does not list any incumbent vendors or current contractors.
