About this opportunity

The St. Johns River Water Management District in Florida is issuing a Request for Qualifications (RFQ) for Real Estate Services Environmental Site Assessment Services. The selected firms will be responsible for performing all levels of Environmental Site Assessments (Phase I, Phase II, and updates), summarizing recommendations and conclusions, preparing remediation plans, coordinating and conducting remediation activities, and providing clerical support for the assessments and related document processing. The services will be required for fiscal years 2024-25, 2025-26, and 2026-27, with the potential to renew the contract for an additional 24-month period. Responses to the RFQ are due by 2:00 p.m. on July 10, 2024, and the District's Evaluation Committee will review and rank the submittals on July 24, 2024 and August 15, 20, and 21, 2024. The District anticipates qualifying and negotiating fee schedules with up to two respondents, with a total estimated budget of $150,000 for the initial 3-year term and $100,000 for the potential 24-month renewal period.

The RFQ is open to environmental and engineering firms licensed in Florida, and respondents must meet minimum qualifications related to experience, staffing, and licensing. The District reserves the right to increase, decrease, or delete any part of the work, as well as to reject all submittals if the negotiated costs exceed the estimated budget. The District does not appear to have set-aside designations or restrictions on the types of organizations that can respond, and the RFQ does not mention any incumbent vendors or current contractors.
