About this opportunity
The Teacher Retirement System of Texas (TRS) is requesting proposals for real estate market analytics services under RFP TRS000708, with proposals due November 18, 2026 at 3:00 p.m. Central Time. A non-mandatory pre-proposal conference is scheduled for October 21, 2026.
TRS seeks a contractor to provide access to a commercial real estate analytics platform supporting investment underwriting, market research, portfolio monitoring, benchmarking, and investment decision-making. Required services include integrated commercial real estate data and analytics, property information (characteristics, location, asset type, ownership, tenant data), lease and sales comparables with leasing analytics, market and submarket analytics (rent, vacancy, absorption, development trends), search and reporting capabilities, commercial real estate news and research, and account management with onboarding, user training, and technical support. Respondents must demonstrate a minimum of four years of experience providing similar real estate market analytics services.
The contract value exceeds $100,000 over its life. The initial term is five years from the effective date, with one optional one-year renewal term. TRS does not allow escalation of pricing for renewal terms. Pricing must be proposed on a "Price per User," "Unlimited Users," or "Tiered Pricing" basis, with all costs fully loaded and inclusive of materials, equipment, labor, and planning.
TRS reserves the right to make no award, a single award, or multiple awards. Evaluation will follow best value standards using weighted criteria: Respondent Past Performance and Client References (30%), Respondent's Key Personnel (10%), Proposed Performance Details (40%), and Proposed Pricing (20%). Presentations, demonstrations, interviews, and site visits by top-ranked respondents may be conducted in mid-December 2026.
Respondents must submit proposals through TRS' Procurement and Vendor E-System (PAVES) and comply with cloud security requirements through the DIR-RAMP program for any independent cloud products or services covered under the contract. The deadline for questions is November 2, 2026 at 3:00 p.m. Central Time. Contractor must maintain workers' compensation insurance, employer's liability insurance ($500,000 minimum), commercial general liability insurance ($500,000 per occurrence / $1,000,000 aggregate), and professional liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate), all issued by Texas-authorized companies with an A.M. Best rating of A- or better. Contact Aundre Petty at aundre.petty@trs.texas.gov.
