Key deliverables and objectives include property valuation advice, strategic planning for property sales, progress updates and communication with City staff, presentations at public meetings, consultations regarding deed restrictions and property conditions, and customary real estate transaction activities including signage installation and maintenance. Respondents must provide at least three references from similar government or institutional clients and demonstrate competence with local land use and zoning controls applicable to Connecticut properties. Proposals will be evaluated based on the competitiveness of the commission structure and pricing proposal, demonstrated experience and qualifications with similar transactions in municipal contexts, and the competence and experience of key personnel and firm resources. The solicitation opened October 29, 2025, at 2:00 PM EDT, with vendor questions and answers accepted through November 11, 2025, at 5:00 PM EST. Proposals must be submitted through the City of Norwich Procurement Portal by November 18, 2025, at 2:00 PM prevailing time, and the City desires to list properties no later than one month after issuance of a Notice to Proceed.
Respondents must maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, professional liability insurance of $2,000,000, and workers' compensation insurance in accordance with Connecticut state requirements. Selected contractors must obtain a Certificate of Good Standing from the Connecticut Secretary of State, execute a contract within 30 days of award, and provide proof of insurance meeting City standards prior to commencing services. The RFP does not specify an estimated total contract value, contract term, or renewal options. No set-aside designations, incumbent vendors, site visits, or bidders' conferences are documented in the solicitation materials. Connecticut Sales and Use Tax is not applicable to the contract. Interested brokers should direct inquiries to Robert Castronova, City of Norwich Department of Finance, 100 Broadway Room 105, Norwich, CT 06360, telephone 860-823-3770, or email rcastronova@cityofnorwich.org.
