About this opportunity
The California Franchise Tax Board is requesting proposals for real estate appraisal consulting services, including conservation easement and historic preservation easement cases, with proposals due September 16, 2026 at 12:00 PM Pacific Time and written questions due September 8, 2026.
The scope requires qualified vendors to provide appraisal consulting services covering reviews of taxpayer appraisals for donation purposes and upon property disposal. Mandatory qualifications include five consecutive years of experience providing broad-range real estate appraisal consulting services and five consecutive years of experience specifically with conservation and historic preservation easement appraisals. Proposers must submit four sample reports (two per proposed Key Staff member), customer references, detailed resumes following a mandatory template, and completed cost worksheets showing blended hourly rates across the three-year term. Estimated annual hours are 150 hours per consultant for evaluation purposes only; the FTB has no obligation to utilize all estimated hours and will pay for actual hours worked at proposed blended rates on an as-needed basis.
A 5% small business preference is available to California certified small businesses or non-small businesses committing to at least 25% subcontracting with certified small businesses. The DVBE participation requirement has been waived, though DVBE incentives of up to 5% remain available.
The resulting agreement is a three-year as-needed consulting contract estimated to begin November 16, 2026 and terminate November 15, 2029. Evaluation uses a secondary point-count method: 805 non-cost points (70%) and 345 cost points (30%), with a minimum of 603.75 non-cost points required to advance to cost evaluation. The selection process occurs between September 17 and October 15, 2026, with a Notice of Intent to Award expected October 22, 2026. Proposals must be submitted via email to Doral.Valley@ftb.ca.gov, Cc Sheri.Birkmaier@ftb.ca.gov.
