About this opportunity

Collier County, Florida is seeking qualified vendors for Real Estate Appraisal and Consulting Services through an Invitation for Qualification (IFQ) No. 24-8225, issued by the Transportation Engineering Division and Procurement Services Division. The solicitation aims to establish a multi-year contract with multiple contractors to provide professional appraisal services across seven categories, including residential properties, mixed property types, eminent domain, damage studies, FEMA and insurance purposes, and conservation land acquisitions. Vendors must demonstrate specialized experience in areas such as eminent domain, partial takings, easements, and expert testimony. The evaluation criteria will use a 100-point scoring system that considers cover letter/management summary (5 points), certified woman/minority business status (5 points), professional qualifications and education (35 points), experience and capacity of the firm (45 points), and local vendor preference (10 points). Proposals are due on July 17, 2024, at 3:00 pm EST, with the contract term set for three years and two potential one-year renewal options. Vendors must submit comprehensive professional qualifications, including licenses, designations, professional association involvement, team composition, and reference projects.

The solicitation encourages participation from local vendors in Collier or Lee County and includes provisions for certified woman/minority business enterprises. Vendors must be enrolled in the E-Verify program, provide proof of Florida Department of State corporate status, and meet extensive insurance requirements, including Worker's Compensation, Commercial General Liability, Automobile Liability, and Professional Liability. For projects exceeding $200,000, vendors must submit Performance and Payment Bonds for 100% of the contract award amount. The historical spending for these services is approximately $300,000, though this may not predict future expenditures. No single assignment is expected to exceed $350,000, and the county will create a library of qualified firms from which they will request quotes for specific assignments. The contract allows for potential use by other county departments and includes provisions for the county to issue Purchase Orders or Work Orders for services as needed. Vendors must be prepared to provide expert testimony, conduct appraisals, perform damage studies, and support various county property-related initiatives.
