About this opportunity

The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is soliciting sealed bids for the supply and delivery of ready mix concrete to serve seven counties: Ballard, Calloway, Carlisle, Fulton, Graves, Hickman, and Marshall. This Request for Bid (RFB) seeks firm, delivered pricing for eight concrete classifications (Class A, AA, and B with and without fly ash, Class M, and flowable fill variants), along with supplemental materials including grout, super-plasticizer, ice, and non-chloride accelerator, with haul charges applicable only to daily orders under six cubic yards based on one-way mileage from plant to project. All bid prices must be quoted on a per-unit basis in cubic yards for concrete products and ounces or pounds for admixtures, with vendors required to include applicable Superfund taxes and sales or use taxes in their unit pricing. Vendors' concrete plants must be approved by the Division of Materials prior to award, with bidders required to verify their producer number and active status through the Kentucky Transportation Department's List of Approved Materials. The master agreement will extend from the award date through April 30, 2023, with four optional one-year renewal periods subject to written approval and potential renegotiation. Bids must be submitted exclusively online through the Kentucky e-Procurement system (https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService) by April 20, 2022, at 1:30 PM Eastern Time, with written questions required by April 12, 2022, at 4:30 PM and Commonwealth responses provided by April 13, 2022. Award will be made to all responsive bidders submitting compliant bids and receiving Division of Materials approval, with the tentative award date of April 29, 2022.

Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders—including the Department of Corrections Division of Prison Industries, Kentucky Industries for the Blind, and certain nonprofit organizations serving individuals with severe disabilities—receive preference points equal to fifteen to twenty percent of maximum points awarded. The contract is available for use by the Transportation Cabinet's Division of Maintenance and Highway District 1, as well as other state agencies and political subdivisions at the vendor's option. Prices are firm for the initial twelve months with only one allowed increase thereafter, subject to industry-wide justification and 30 days' notice, while price decreases must be implemented immediately upon availability. All bidders must comply with FHWA Form 1273 requirements, which include Davis-Bacon prevailing wage standards, nondiscrimination provisions, and other federal-aid construction contract mandates. Additionally, bidders must submit a notarized Annual Affidavit confirming compliance with Kentucky campaign finance laws, current registration with the Kentucky Department of Revenue, currency on all state taxes and fees, and non-engagement in prohibited boycotts. No specific incumbent vendors, budget values, or award amounts are listed in the solicitation documents provided.
