About this file

This is a Request for Bid (RFB) issued by the Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, for the supply of ready mix concrete to the Department of Transportation. The solicitation requests firm delivered pricing for ready mix concrete to serve seven counties: Ballard, Calloway, Carlisle, Fulton, Graves, Hickman, and Marshall. The bid was issued on March 29, 2022, with a closing date of April 20, 2022, at 1:30 PM Eastern Time. Written questions must be submitted by April 12, 2022, at 4:30 PM, with the Commonwealth responding by April 13, 2022. The tentative award date is April 29, 2022. The master agreement will extend from the award date through April 30, 2023, with an option for four additional one-year renewal periods subject to written approval from both the vendor and the Division of Purchases and potential renegotiation of terms. The solicitation specifies that bids must be submitted exclusively online through the Kentucky e-Procurement system, and vendors' concrete plants must be approved by the Division of Materials prior to award.

Bid prices per cubic yard shall represent total compensation for furnishing concrete as specified, with vendors required to include any applicable Superfund taxes and sales or use taxes in their unit pricing. The Commonwealth will not make separate payment for admixtures or pay haul charges for orders of six or more cubic yards; haul charges apply only to daily orders under six cubic yards based on one-way mileage from the plant to the project. Award will be made to all responsive bidders who submit compliant bids and receive Division of Materials approval, with the contract available for use by the Transportation Cabinet's Division of Maintenance and Highway District 1, as well as other state agencies and political subdivisions at the vendor's option. Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders, including the Department of Corrections Division of Prison Industries, Kentucky Industries for the Blind, and certain nonprofit organizations serving individuals with severe disabilities, receive preference points equal to fifteen to twenty percent of maximum points awarded. Prices are firm for the initial twelve months with only one allowed increase thereafter, subject to industry-wide justification and 30 days' notice, while price decreases must be implemented immediately upon availability.
