About this opportunity
The Kentucky Department of Education is requesting proposals for design, production, packaging, and distribution of a comprehensive Family Literacy Resource Solution serving approximately 200,000 Kindergarten through Grade 3 students statewide under RFP 540 2700000005, with proposals due August 27, 2026 at 4:00 p.m. Eastern Time. This is a rebid of RFP 540 2600000225, which closed March 2, 2026 without award.
The scope requires coordinated distribution of authentic printed decodable books, knowledge-building books, durable literacy manipulatives, family instructional guides, and printed practice activities aligned with the Science of Reading and Kentucky's Read to Succeed Act. The vendor must propose multiple planned resource distributions throughout the contract period that build upon one another to support sustained family engagement and student reading growth. Materials must be available in English and Spanish, with Spanish translations required only for parent-facing guidance, instructions, and activities; student-facing books and manipulatives may remain in English. The awardee must demonstrate organizational capacity to manufacture, warehouse, package, distribute, and replenish materials for the full student population across multiple distribution cycles while maintaining quality control and providing replacement services for damaged or defective materials.
The anticipated contract term runs November 1, 2026 through June 30, 2028, with a renewal option for up to one additional two-year period subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee. Budget information has not been disclosed. Vendors must submit pricing on a per-student basis as a single all-inclusive figure encompassing direct and indirect expenses, digital and printed materials, shipping, and associated delivery costs.
Evaluation is conducted on a 1,200-point scale: 700 technical points, 400 cost points, and up to 100 points for oral demonstrations if required. Technical proposals scoring below 50 percent of maximum points do not advance to cost evaluation. Cost proposals are evaluated on a best-value basis. Written questions were due August 3, 2026. Vendors must maintain Commercial General Liability Insurance with minimum $1,000,000 per occurrence and $2,000,000 aggregate, and Automobile Liability Insurance if applicable. Proposals are submitted electronically through Kentucky's Vendor Self Service System in three separate documents (Technical Proposal, Cost Proposal, and Proprietary Information), each not exceeding 65 megabytes.
