About this opportunity
The Kentucky Department of Education is soliciting proposals under RFP 540 2700000092 for a Personal Service Contract to operate a statewide virtual computer science career academy established under KRS 158.809, with written questions due November 10, 2026 and proposals due December 7, 2026 at 4:00 p.m. Eastern Time.
The contractor must deliver virtual instruction and curriculum, district and student recruitment and support, postsecondary partnerships, work-based learning and employer engagement, and communications and reporting services across Kentucky public school districts. The contractor must comply with FERPA, KFERPA, and the Personal Information Security and Breach Investigation Procedures and Practices Act, demonstrate compliance with Section 504 of the Rehabilitation Act, and meet Section 508 accessibility standards. Commercial General Liability insurance of $1.0 million per occurrence and $2.0 million aggregate is required. The 2025-2026 program served 225 students from 25 schools.
The anticipated initial term runs July 1, 2027 through June 30, 2028. The Commonwealth reserves the right to renew for up to two additional two-year periods, subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission's Government Contract Review Committee. The contract is contingent upon available funding and those approvals, and no billable work may commence until the contract is fully executed.
Evaluation totals 1,600 points: up to 900 technical points across seven criteria (Virtual Instruction & Curriculum, District Recruitment & Support, Student Recruitment, Postsecondary Partnerships, Work-Based Learning & Employer Engagement, Communications & Reporting, and Privacy/Security Compliance), up to 600 cost points, and up to 100 points for optional oral presentations. Proposals scoring below 50 percent of maximum technical points will not be considered for award. Pricing is submitted on the Attachment A cost proposal form.
