About this opportunity
The Kentucky Department of Education is soliciting proposals for a comprehensive Family Literacy Resource Solution serving approximately 200,000 Kindergarten through Grade 3 students across Kentucky public schools under RFP 540 2700000005, with proposals due August 27, 2026 at 4:00 PM Eastern Time.
The vendor must design, produce, package, and distribute coordinated collections of literacy resources aligned with the Science of Reading and Kentucky's Read to Succeed Act. Deliverables include authentic printed decodable books, knowledge-building books, printed instructional materials, durable reusable manipulatives, and family-friendly instructional guides. The vendor must propose multiple coordinated resource distributions throughout the contract period that build upon one another to support sustained family engagement and student reading growth. All materials must be available in English and Spanish with the ability to provide additional languages upon KDE request.
The initial contract term runs November 1, 2026 through June 30, 2028, with the Commonwealth reserving the right to renew for up to one additional two-year period subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee. Pricing must be submitted on a per-student basis, all-inclusive of digital materials, printed materials, and shipping.
The vendor must demonstrate organizational capacity for statewide production, inventory management, packaging, and distribution across multiple cycles while maintaining quality control and providing efficient replacement of damaged or missing materials. Commercial General Liability Insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate is required; Automobile Liability Insurance is required if the vendor delivers materials.
Proposals are evaluated on technical merit (700 points maximum), cost (400 points maximum), and potential oral presentations or demonstrations (100 points maximum). Technical proposals scoring less than 50 percent of maximum technical points will not advance to cost evaluation. Written questions are due August 3, 2026, with Commonwealth responses anticipated by August 12, 2026. Payment occurs within thirty working days of invoice receipt and goods acceptance.
