About this opportunity

The Florida School for the Deaf and the Blind (FSDB) has issued a single-source procurement notice for proprietary educational materials and training from American Reading Company for fiscal year 2025-2026. This non-competitive solicitation seeks to acquire the ARC Accelerator and IRLA/ENIL Toolkits, which are specialized educational curriculum materials and training programs. The procurement is specifically structured as a single-source acquisition under Florida Statutes 287.057(3) and 120.57(3), and Rule 60A-1.045. The solicitation is open from October 28, 2025, to November 19, 2025, with a not-to-exceed budget of $19,999.00. Key deliverables include copyrighted educational materials, training toolkits, and authorized training sessions, with the unique requirement that only ARC trainers can provide training and observe curriculum material usage. The procurement is jurisdiction-specific to St. Johns County, Florida, and requires strict adherence to American Reading Company's copyright and usage restrictions.

The procurement is exclusively available through American Reading Company, with no apparent set-aside designations or opportunities for alternative vendors. The company maintains exclusive rights to the materials, prohibiting any reproduction, modification, or third-party sharing of the curriculum content. No disadvantaged enterprise provisions are specified in the documentation. The sole source justification is based on American Reading Company's unique development process, which involves collaboration with district curriculum and instruction leaders and secured copyright negotiations. The procurement is limited to the specific proprietary materials developed by American Reading Company, with no provisions for competitive alternatives. The total estimated value is $19,999.00 for the fiscal year 2025-2026, and interested parties are directed to contact Elizabeth Nimitz, Purchasing Analyst, or Kim Whitwam, Director of Purchasing, for any questions about the procurement.
