About this opportunity
The Oregon Department of Transportation is requesting competitive quotes for the Odell Lake Painting Project re-bid (RFCQ S-73000-00017503), with quotes due July 30, 2026 through the OregonBuys eProcurement platform. Offerors must be licensed with the Oregon State Construction Contractors Board and currently certified with the Oregon Health Authority Lead-Based Paint Program prior to bidding; failure to meet either requirement results in offer rejection.
The scope encompasses painting, pressure washing, caulking, and incidental work at the Odell Lake Maintenance Station in Klamath County. Work includes hand sanding and scraping of loose paint, caulking windows with approved 25-year paintable material, replacing door and window trim as needed, and applying primer followed by two finish coats using approved Sherwin Williams or Rodda paint products. All employees performing scraping or sanding must hold Individual Lead Paint Certification. The project includes historical homes, garages, and a dormitory subject to U.S. Forest Service authority and State Historic Preservation Office (SHPO) approval. No pressure washing is permitted due to proximity to Rosery Creek. Contractor must conduct a pre-bid site visit, scheduled at least ten business days in advance, and perform work weekdays between 7 a.m. and 5 p.m.
Substantial completion is August 24, 2026, with final completion by September 22, 2026. Liquidated damages are assessed at $300 per calendar day for exceeding the substantial completion deadline. The contract is lump-sum, priced through the competitive quote process, with payment within 30 days of invoice approval and up to 5 percent retainage. All work is subject to Oregon Bureau of Labor and Industries prevailing wage rates for Region 11, effective July 5, 2026. Contractor must obtain commercial general liability insurance ($1 million per occurrence / $2 million aggregate), commercial automobile liability ($1 million combined single limit), and workers' compensation with employer's liability ($500,000 per accident). Quotes remain firm for 30 calendar days from closing. Requests for clarification or equivalents are due seven calendar days prior to closing. Award will be made to the responsible offeror submitting the responsive quote that best serves ODOT's interests, considering price, experience, expertise, and suitability.
