About this opportunity
The City of Seattle Department of Parks and Recreation is requesting bids on renovation and ADA accessibility improvements to the Meridian Play Area under re-bid PW#2025-037, with bids due September 2, 2026 at 2:00 p.m. via OpenGov. All bidders must submit a Public Works Women and Minority Business Inclusion Plan demonstrating good faith efforts to achieve WMBE participation and earn a minimum of 10 points to be deemed responsive — a mandatory gate for responsiveness.
The scope includes replacement of play equipment with accessible components, accessible access routes, site furniture, landscape improvements, and an updated accessible restroom facility at 4920 Meridian Avenue North, Seattle, Washington 98103. Two optional alternates are available: Alternate 1 covers sidewalk paving and replacement extending from the new accessible connection to the northeast corner of Good Shepherd Center (to be demolished and reinstalled as new rather than repaired); Alternate 2 addresses replacement of a portion of engineered wood fiber play surfacing with poured-in-place surfacing and cast-in-place concrete slab underlay.
The engineer's estimate for the base project is $940,347. Alternate 1 is estimated at $82,250 and Alternate 2 at $392,728, excluding sales tax. The contract is a lump-sum award funded through REET II Capital Fund, Seattle Park District Fund, and General Fund. Substantial completion is due within 100 working days of Notice to Proceed, with physical completion within 115 working days; liquidated damages are $1,000 per working day for delays beyond substantial completion. Contract execution is expected within 60 days of bid opening.
Bidders must meet mandatory responsibility criteria: valid Washington contractor registration, UBI number, industrial insurance coverage, prevailing wage training certification, and compliance with prevailing wage and paid sick and safe time requirements. A bid guaranty equal to 5 percent of the maximum bid amount is required. No pre-bid site inspection meeting is scheduled.
