About this opportunity

The City of Winter Haven, located in Polk County, Florida, is procuring construction services for a fire station hardening project designed to enhance Fire Station #2's resilience against severe weather events and ensure continuity of emergency response services. This infrastructure hardening project, funded through a Community Development Block Grant - Mitigation (CDBG-MIT) awarded by the Florida Department of Commerce, encompasses structural improvements to the facility located at 4700 Lucerne Park Road. The scope of work includes strengthening the fire station's structural integrity, increasing operational reliability during adverse weather conditions, and improving personnel and public safety. Key objectives are to complete all hardening improvements and demonstrate successful fulfillment of work through City staff inspection. The project must achieve full completion within 150 days from the notice to proceed, with liquidated damages of $1,000 per day assessed for delays beyond this deadline. The procurement deadline for proposal submission is February 20, 2026, with the posting date of January 20, 2026. Interested parties must register on the City's e-procurement platform, Mercell, to access project documents and participate in the bidding process.

The procurement documents do not specify set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information. The contract appears open to qualified construction contractors capable of meeting the aggressive 150-day completion timeline and performing work that may extend beyond the primary scope to tie-in adjacent or nearby public and private parcels, with additional work contingent on change order agreements. No specific budget range or award value is disclosed in the available procurement materials. Potential bidders should note that the environmental review for this project has been completed, indicating readiness for construction to proceed upon contract award. All project documents, including detailed design plans and scope specifications, are available through the Mercell e-procurement platform for registered participants.

Project Description and Information

The City of Winter Haven is undertaking a hardening project for Fire Station #2 to enhance the facility's resilience against severe weather events and ensure continued emergency response services to the community. This project is partially funded through a Community Development Block Grant - Mitigation (CDBG-MIT), as outlined in the Federal Register Notice (84 FR 45838, dated August 30, 2019). Funding has been awarded by the Florida Department of Commerce through an Infrastructure Hardening Grant Agreement.

The planned improvements will strengthen the fire station's structural integrity, increase operational reliability during adverse conditions, and improve the safety of personnel and the public. A detailed scope of work is included below.

This project aligns with Florida Commerce's initiative to improve critical infrastructure and has completed the required Environmental Review.

Project Location

The project location incorporating hardening improvements is 4700 Lucerne Park Road, located on the north side of Lucerne Park Rd across from Lake Fannie. While there are specific design plans for this project, they may not preclude additional work to tie-in the project with adjacent or nearby public/private parcels or rights of way. Any additional work not included in the plans may be contingent on acceptance of change order agreements.

Due to grant deadlines, the project must achieve full completion in 150 days from the issuance of the notice to proceed and will have liquidated damages of $1,000 per day that may go into effect after that date. The project must demonstrate successful fulfillment of all work during an inspection by City staff to be considered complete.
