About this opportunity

The Illinois Department of Transportation (IDOT) is soliciting bids for stream mitigation credits to offset unavoidable impacts from state transportation projects under IFB B-53279 / 26-D1-R-303950, with bids due August 5, 2026. Vendors must be approved by the United States Army Corps of Engineers, Chicago District, and credits must originate from a mitigation bank classified for impacts to jurisdictional waters of the United States under Section 404 of the Clean Water Act — a mandatory eligibility requirement. No minority business set-asides, small business set-asides, or preferences for women-owned, veteran-owned, or disability-owned businesses apply.

The scope is one bulk unit of approved stream mitigation credits to satisfy compensatory mitigation obligations for State Job Number N-91-001-24. Bidders submit the total number of credits they can offer; the contract may be awarded to multiple vendors to fulfill the total maximum mitigation credits requested, with awards made to the lowest-priced responsive and responsible bidders in sequential order until the maximum credits are achieved. Individual bids may be partially awarded. Vendors must submit written proof of mitigation bank approval, documentation of available credits, and evidence of current availability with their bids.

The contract commences upon execution and expires June 30, 2027, with no renewal options. All services shall be performed within Illinois and within the boundaries of the U.S. Army Corps of Engineers Chicago District. Upon award, the vendor shall complete all required credit transfer instruments and deliver official documentation within ten business days of contract execution to Vanessa Ruiz at IDOT's District 1 office in Schaumburg, Illinois. The contract pricing is estimated, with the maximum amount to be entered by the State prior to execution. No subcontractors are permitted.

Vendors must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability coverage of $1,000,000 per occurrence, and workers' compensation insurance as required by law. A $15 administrative fee will be deducted from the first check for contracts valued at $1,000 or more. Questions are due seven days before the bid opening date; contact Deidre Evans at deidre.evans@illinois.gov. Bids must be submitted electronically through BidBuy and must remain firm for 180 days from opening.
