About this opportunity

The New York State Office of Mental Health (OMH) has issued a Request for Proposals (RFP) for a re-allocation of an existing Apartment Treatment Program designed to serve adults with serious mental illness or co-occurring substance use disorders in Fulton County. The program will provide housing and support services for 11 individuals across scattered site apartment units, with the successful applicant required to develop all housing units from inception. All interested applicants must be prequalified by the RFP due date of November 12, 2024, at 2:00 PM, and must submit proposals through the Statewide Financial System. Applicants are mandated to provide notification of intent to apply to the Local Governmental Unit's county director of community services, as defined in Section 41 of the New York State Mental Hygiene Law. The full RFP details can be accessed on the OMH website, and the contract term is set for 5 years. Potential bidders should carefully review the comprehensive requirements and ensure they meet all necessary qualifications for operating this specialized mental health housing program.

The procurement opportunity has no specific set-aside designations for minority, women-owned, service-disabled veteran-owned, or disadvantaged businesses, as all subcontracting goals are currently listed at 0%. The only identified incumbent vendor is Helio Health, Inc., which has been awarded a similar contract within the past five years. While specific budget ranges were not explicitly detailed in the documentation, the program's scope involves creating housing and support services for 11 individuals in scattered site apartments, which suggests a moderate-scale procurement. Potential bidders should note the requirement to develop all housing units from scratch and provide comprehensive mental health support services. The program's focus on serving adults with serious mental illness or co-occurring substance use disorders indicates a need for specialized expertise in mental health housing and supportive service delivery.
