About this opportunity
The New York State Office of Mental Health is requesting proposals for funding to operate three Safe Options Support (SOS) Overnight Outreach Teams and one overnight coordinator managing all three teams across New York City, with proposals due December 16, 2026. A single award will be made to cover all three teams and the coordinator function.
The three teams will provide nightly outreach services in Manhattan, Brooklyn, the Bronx, and Queens, with each team assigned to two boroughs. Teams will operate during overnight hours when traditional services are unavailable, working in collaboration with the New York City Department of Homeless Services and the Metropolitan Transportation Authority to identify high-volume locations where unsheltered individuals congregate, including streets, subway stations, hospital emergency departments, and other public locations.
Each team comprises mental health peer specialists, case managers, and licensed clinicians or individuals with a master's degree in a related field. The SOS Overnight Coordinator serves as the central point for referral management, team deployment monitoring, and interagency coordination with partner agencies. Teams deliver person-centered outreach focused on identifying and engaging individuals, facilitating immediate access to emergency shelter, stabilization beds, Safe Haven, and crisis services, and meeting immediate needs including food, clothing, and personal hygiene based on individual preferences.
Services are performed across Kings County (which includes Brooklyn) and jurisdictions in Nissequogue Village, with broader operational scope covering Manhattan, Brooklyn, the Bronx, and Queens. The RFP was posted October 21, 2026.

The SOS Overnight Outreach Teams will provide nightly outreach throughout the assigned catchment areas and will collaborate with the New York City Department of Homeless Services (DHS) and the Metropolitan Transportation Authority (MTA) to identify high-volume locations where individuals experiencing unsheltered homelessness are known to congregate. The teams will provide coordinated, person-centered outreach during overnight hours when traditional services are unavailable. Staff will focus on identifying, engaging, and building rapport with individuals residing on streets, in subway stations, hospital emergency departments, and other public locations in their catchment area. Teams will facilitate immediate access to emergency shelter, stabilization beds, Safe Haven, crisis services, and immediate needs from food to clothing to personal hygiene based on each individual's needs and preferences. The awarded provider will work closely with OMH, the NYC SOS Hub, DHS, MTA, hospitals, local governments, law enforcement, and community-based organizations to coordinate outreach efforts, avoid duplication of services, and ensure individuals receive continuous support.
