About this opportunity

Salt Lake City is requesting competitive sealed proposals for pre-design and final design services (Plans, Specifications, and Estimates) for roadway reconstruction improvements on 500 West from 600 South to 900 South, with statements of qualifications due September 23, 2026 at 2:00 p.m. through the Bonfire portal.

The scope encompasses public engagement, concept refinement, preliminary engineering at 40% completion, final design documents, and construction support services including RFI responses and as-built documentation during the anticipated construction period from October 2027 through 2028. The project integrates beautification and connectivity improvements with green infrastructure and stormwater management addressing existing flooding and heat island conditions in the Granary District. Design elements include tree canopy expansion, shade structures, stormwater gardens with underdrains, curb cuts directing runoff to planted infiltration basins, and accommodations for the 100-year floodplain designation affecting the area. The contract term runs from September 2026 through December 31, 2028.

The City evaluates proposals using a weighted scoring system: 50% firm and individual experience, 20% landscape architecture experience, 20% roadway design experience, 20% utility design experience, and 10% civic engagement capabilities. Compensation will be negotiated after consultant selection; no fee proposal is required with the initial submission. Consultants must carry professional liability insurance of $1 million per claim with $1 million annual aggregate, commercial general liability of $1 million per occurrence, and workers' compensation coverage. All work products become sole property of Salt Lake City.

Questions are due September 17, 2026. If a short list is established, interviews are anticipated to begin October 6, 2026, with notification of the selected consultant by October 9, 2026. The City reserves the right to reject any or all proposals and may terminate for convenience with seven days' written notice or for cause if performance deficiencies are not cured within seven days. Solicitation documents are available through the Utah Bonfire Hub portal and the Utah Public Procurement Place (U3P) website.
